Elmira Heights Central School District Announces Leadership and Operational Updates for 2026–2027
Elmira Heights, NY — August 2026 — The Elmira Heights Central School District is pleased to announce several leadership and organizational changes as we prepare to welcome students and families for the 2026–2027 school year.
As part of the District’s continued evolution and commitment to providing strong support for students, staff, and school operations, Mr. Brandon Foley, most recently serving as Middle School Principal, will assume the newly created position of Executive Director of Student Supports and Operations.
Mr. Foley is stepping into this expanded role following Dr. Molina’s departure to accept a position with the Victor Central School District. In his new position, Mr. Foley will provide leadership and oversight for the District’s Special Education services, while also serving as the administrator responsible for supporting Buildings and Grounds and Transportation.
“Brandon has consistently demonstrated strong leadership, a commitment to our students and staff, and a willingness to step up when our organization needs him,” said Superintendent Michael Gill. “This new role brings together several areas that are essential to the success of our students and our schools. We are excited about the experience, energy, and perspective Brandon will bring to this important position.”
Reflecting on his new role and his continued connection to Cohen Middle School, Mr. Foley shared:
“While my role is changing, my connection to Cohen Middle School is not. My time at CMS will always be remembered as a special chapter in my career, one where I had the opportunity to learn, grow, and lead alongside amazing students, dedicated and professional colleagues, and incredibly supportive families. I’m not going anywhere. I’m excited to continue watching the growth and success of CMS from a different office here in the Heights, while taking on this new opportunity to support students, families, and staff across our district. The CMS community will always hold a special place in my heart, and I am truly grateful for the relationships, memories, and experiences we have shared over the past six years.”
The creation of the Executive Director of Student Supports and Operations position comes at an exciting time for the District, particularly as Elmira Heights continues its transition toward a self-supported Transportation Department and facility. The new transportation facility will open this year and will transition to full operation as the District begins the 2026–2027 school year.
Welcoming Mr. Dave Harrington as Interim Middle School Principal
With Mr. Foley moving into his new role, the District is pleased to welcome Mr. Dave Harrington as Interim Middle School Principal.
Mr. Harrington recently retired from the Corning-Painted Post School District, where he served in a variety of leadership and administrative roles, most recently as a High School Administrator. His extensive experience in school leadership will provide valuable continuity and support for our Middle School students, families, and staff as we begin the new school year.
“We are very fortunate to have someone with Dave’s experience and background joining our team,” said Superintendent Michael Gill. “His familiarity with school leadership and his commitment to students will be an excellent fit for our Middle School community.”
Recognizing Ms. Martha Clark and Welcoming Ms. Laurie Spencer
The District would also like to recognize Ms. Martha Clark and wish her a happy and enjoyable retirement. After many years of dedicated service to the Elmira Heights Central School District and GST BOCES, Ms. Clark leaves an important legacy of leadership and stewardship.
Throughout her tenure, Ms. Clark guided the business operations of the District through a remarkable period of change and challenge, helping the organization successfully navigate significant world, state, and educational events. Her careful stewardship and commitment to sound financial management have played an important role in the District’s strong financial health.
“We are deeply grateful to Martha for the many years she devoted to the Heights,” said Superintendent Michael Gill. “Her work behind the scenes has had an enormous impact on the strength and stability of our organization. She worked closely with our Superintendents and Board of Education, always bringing a thoughtful, steady, and knowledgeable approach to the business of the District. We wish Martha a well-deserved and very happy retirement.”
The District is pleased to welcome Ms. Laurie Spencer as the new Business Official. Ms. Spencer joins Elmira Heights from the GST BOCES Central Business Office, bringing valuable experience and knowledge of school district business operations.
“Laurie’s background, experience, and drive will be a tremendous asset to our District,” said Superintendent Gill. “We are excited to welcome her to the Heights and confident that she will help us continue to meet the evolving financial and operational needs of our organization.”
Additional Leadership Appointments
The District is also pleased to announce two additional appointments that will strengthen our operational departments:
Mr. Charlie Roman has been appointed to the position of Head Maintenance Mechanic. Mr. Roman will provide leadership for the District’s Buildings and Grounds Department, supporting the maintenance, safety, and day-to-day operation of our school facilities.
Mrs. Cindy Davis has been appointed to the position of Head Bus Driver. Mrs. Davis will lead the District’s transportation team as we transition to full operation of our new Elmira Heights CSD Transportation Department and facility.
These appointments represent an important step in building the leadership structure necessary to support the District’s evolving operational needs.
“As we look ahead to the 2026–2027 school year, we are excited about the opportunities these changes bring,” said Superintendent Michael Gill. “Each of these individuals brings valuable experience, dedication, and a commitment to serving our students and our community. We look forward to supporting them in their new roles and to the continued growth of the Elmira Heights Central School District.”

At the same time, we are excited to welcome our new and transitioning leaders and look forward to a successful start to the 2026–2027 school year.
